Dev Rastogi is Vice President and North Texas and Oklahoma (NT/OK) Operations Manager for URS Corporation, responsible for leading a multi-disciplinary A/E and environmental practice serving federal, transportation, municipal, and private clients. She has 30 years of experience in engineering design with an emphasis on program and fiscal management, business development, and executive leadership. In addition, she has served as the URS principal-in-charge for numerous, high-profile projects including the AT&T Performing Arts Center, the Perot Museum of Nature and Science, and the George W. Bush Presidential Center.

In 1993, Dev joined Wendy Lopez & Associates, a ten person women/minority-owned business. She was named Vice President within one year and became a shareholder and Chief Operating Officer in five years. She built a top notch environmental practice within the company and the firm merged with Garcia and Associates to form LOPEZGARCIA Group (LGG), one of the most recognized M/WBE firms in the State of Texas. In 2008, LGG was acquired by URS. As the URS NT/OK Operations Manager, she continues to influence the engineering community and is a committed mentor to emerging M/WBEs, with several firms currently enrolled in a URS mentor/protégé program.  

Dev is active in a diverse set of organizations, both professionally and personally. She is committed to advancing opportunities for education in math and science, especially for women, and has led the firm’s participation in Visioneering at SMU and Engineers Week activities. Dev served as the 2007-2008 President of TSPE, Dallas Chapter; a State Director for ACEC Texas; and as a board member for the Dallas Regional Chamber, Perot Museum of Nature and Science, The Dallas Assembly, Washington University Civil Engineering Advisory Board, and the Dallas Chapter of the American Cancer Society. In support of her fight against cancer, friends and colleagues have participated in events to raise cancer awareness. At each event, Dev serves as both leader and cheerleader.

Dev graduated from Washington University with a Bachelor of Science in Civil Engineering and is a registered professional engineer. She is also an alumnus of the Leadership Dallas Class of 2003. Dev is married to David Fremerman and they have two daughters, Priya and Eisha. Dev enjoys spending time with family and friends, traveling, cooking, and reading, and considers herself a life-long learner.
